Dr R S Khandpur is currently Director General, Pushpa Gujral Science City, Kapurthala, Punjab—a joint project of the Government of India and Punjab Government. Prior to this, he was Director General, Centre for Electronics Design and Technology of India (CEDTI), an autonomous scientific society of the Ministry of Communication and Information Technology, Government of India. Dr Khandpur was the Founder Director of CEDTI, which is the first ISO-9002 certified organisation of the Ministry of Information Technology.

Dr Khandpur has served as a scientist for 24 years in CSIO, Chandigarh—a constituent laboratory of the Council of Scientific and Industrial Research (CSIR). He was Head of the medical instruments division (1975–1989) and Head of the electronics division (1986–1989).

Dr Khandpur is a member of board of governors, Punjab Technical University; and director, board of directors, Punjab Information and Communication Technology Corporation Ltd. He is a AICTE distinguished visiting professor, and member of the vision group on IT, set up by the Punjab Government. He is a member of IEEE (Institution of Electronics and Electrical Engineers), USA, and fellow of IETE (Institution of Electronics and Telecommunication Engineers).

Dr Khandpur has over four decades of experience in R&D, technology transfer, education and training, consultancy and management at national and international levels. He is the recipient of the 1989 Independence Day Award of the National Research and Development Corporation and IETE (Institute of Electronics and Telecommunication Engineers), for outstanding contribution to the development of the electronics industry.

Dr Khandpur holds six patents of innovative designs, has authored seven books and published over 60 research and review papers.
